Such a lost opportunity for south Africa. Arrest him and send him on a plane straight to the Hague. How about that for building strong relations with the EU/US.
Russia probably wouldn't care anyways, as soon as he's in jail in Europe the military or other oligarchs will realize they don't have to pretend to care about him anymore, and they will start fighting for power themselves.
