It's really just an application of the existing ban but applying specifically to two newish generation chips because they had specific capabilities.
To be honest, I'm a bit conflicted on this one. It, in the short term, does close some loopholes and make things more difficult for China to compete in the area and also does restrict the Chinese military from expanding if they had intentions of using those chips *but* it is a band-aid really and not a terribly effective one.
Cutting Russia off is a no-brainer and it hurts them without question. Those assholes are trying to conduct a war and as usual botching the whole thing. Denying them access to western tech is directly harming their ability to be militaristic assholes so game on.
China is more complex though. They are big enough that if we cut them off, they'll develop in-house. Oh, they are far behind but they are also rapidly catching up and I don't think anyone doubts that they are capable of fully catching up eventually. Is it better to have them reliant on western tech or to force them to develop/steal/whatever their own? That's not so easy.
ASML and TSMC aren't magic, they are just the global leaders because they actually know how to get shit done. If we cut off access to that existing infrastructure, we force expansion into that space. That's fine for Russia and Iran and North Korea because frankly, what the fuck are they going to do? The USSR tried but outside of military equipment and launch vehicles/ICBMs, didn't do so well. China has an economy that beggars theirs though and is inarguably the strongest *manufacturing* economy in the world. Forcing them to make their own shit isn't a slam dunk win for us.
