Ok so please tell me how do you build a liberal democracy? In the only time that Egypt had democracy elections they chose the Muslim brotherhood which is very very similar to the Taliban and ISIS. USA with a puppet government and trillions of dollars failed to educate the Afghan people outside of tiny margin of them. Simply throwing money won't solve anything.
