I think the key to dealing with the China CCP problem, including this issue of an outmoded, polluting industrial base, would be to promote & finance industrial mfg with new, sustainable technologies, in the developing world, which is also an ethical way to realize population reduction since that's a byproduct of economic development. There also needs to be controls placed, somehow, on China's unethical laboratory experimentation as a global "dumping ground" which appears to have been responsible for the current global pandemic. It's high time to contain & roll back China's plans for global domination. They are not ethical or trustworthy & there are grave risks to allowing for their continued expansion, not the least of which is the climate & protection of the Earth's biosphere from dirty manufacturing pollution.
