It isn’t a matter of IP rights in this case. It more a matter of experienced people that can manage the mfg process at an acceptable fallout rate. This is HARD. Basically you are saying the US is keeping China two generations behind their ability operate probes on Mars because of tech patents and ignoring the massive significance of institutional knowledge and experience at NASA.
Intel has made these semiconductors forever and has the tech and experience and they are struggling with the fallout rate on bleeding edge chips. China isn’t even entered in the race on bleeding edge chips!
