That's not the goal of this study. We're talking specifically about members of Congress, not the broader population. It was never the goal to dictate what the broader population of the is politicizing, but what the members of congress are politicizing. I'd be surprised if there are only 22% of congress members on twitter with how useful it is as a political tool.
