Here in Norway the employer pays the two first days of furloughed employees' wages, before the government takes the responsibility for the wages after that and for 18 days. Full pay. After those 20 days, the employers are in most cases eligible for un employed welfare pay. 80% pay up to a certain bracket, and 62% after that up to a specific maximum. Bottom line is that no one will become unable to pay their bills because of corona here.
