There's the saying that "the future is already here, it's just not evenly distributed yet". Consider this: we already have the ability to track 99%+ of the citizens of the country. Between cell phones, car number plates, facial recognition and machine learning it is technologically easy to track just about everyone all the time. At that point, it's merely a question of whether you've come to the attention of the authorities or not. And pretty soon we can automate that with sentiment analysis online. All of the machine learning to filter spam, etc., will be used to detect those who are opponents of the regime and blacklist them from jobs, credit, etc. Or crash their self-driving car.
