They've done that. They found that the humans were the ones causing the accidents when it happened. Think it's easy to stay perfectly vigilant while doing nothing with zero margin for error on an instant reactionary take-over? That's one of the most challenging tasks that exist. Humans have *always* sucked at that. That puts a higher driver skill requirement on automated cars than fully manual, essentially fucking over the disabled in the process.
