It's partially because the software currently doesn't account for human driver behavior. Yeah, it's ultimately the result of humans screwing up, but automated cars have to be able to handle all conditions, including sharing the road with human drivers who behave in unexpected ways.
We aren't going to switch everyone over to automated driving at once even in a best case scenario. There's still a ton of work left to be done here.
